From the Seabed to Orbit: Norway’s Innovation Ecosystem Takes Center Stage at Tech Tour Space 2025



As the boundaries of innovation stretch from the ocean floor to the far reaches of space, Norway is emerging as a global leader in dual-use technologies and sustainable innovation. At Tech Tour Space 2025 in Bodø, the theme “From the Seabed to Orbit” captures this expansive vision — and three key organizations are helping to drive it forward through this Tech Tour event: Innovation Norway, Invest in Norway, and KPB (Kunnskapsparken Bodø).
The strategic location of Bodø in the Arctic and in the NATO alliance was recently confirmed when the Norwegian Government on request from NATO decided to co-locate the NATO Combined Air Operations Center (CAOC) for north Western Europe with the Norwegian Armed forces joint Operational Headquarters in Bodø.
The Value of Tech Tour Space

Fredrik Korpe, Head of Department at Invest in Norway, adds, “This event is a gateway for international investors to discover the depth of Norwegian innovation. It’s not just about space — it’s about the convergence of technologies that can transform industries.”
Bridging Oceans and Orbits: A New Era of Convergence
The 2025 theme highlights the intersection of marine, aerospace, and space technologies — a natural fit for Norway’s geography and expertise. “We’re seeing a fascinating crossover,” explains Anders Tørud, Senior Advisor at KPB. “Technologies developed for harsh marine environments are now being adapted for aerospace and orbital applications — from autonomous systems to advanced materials.” For Norway keeping up to date on what is going on in our oceans is a key motivation for developing space assets as well.
KPB supports regional innovation through incubation, acceleration and strategic partnerships. Together with KUPA and Kjeller Innovation, KPB is responsible for the Norwegian Space Cluster.
This convergence is creating new opportunities for innovation and investment, particularly in areas like environmental monitoring, satellite-based logistics, and ocean-space data integration.
Supporting Startups and Scaleups
Each organization plays a unique role in nurturing Norway’s high-tech ecosystem:
- Innovation Norway provides funding, advisory services, and international market access.
- Invest in Norway connects global investors with Norwegian companies and helps them navigate the local business landscape and facilitates for non-Norwegian companies to establish in Norway.
- KPB supports regional innovation through incubation, acceleration, and strategic partnerships.
“We work together to reduce barriers for startups,” says Ahyee. “Whether it’s regulatory guidance, R&D support, or global scaling, we’re here to help.”
Norway’s Innovation Ecosystem: A Magnet for Investment
“Norway offers a unique blend of technological excellence, political stability, and a strong sustainability ethos,” says Korpe. “We’re seeing growing interest from investors who value long-term, responsible innovation.”
The country’s investments in green energy, digital infrastructure, and space capabilities — including new launch facilities and satellite programs — are positioning it as a launchpad for global innovation.
Tackling Challenges in Space and Dual-Use Technologies
Despite the momentum, challenges remain. “Dual-use technologies often face complex regulatory and ethical considerations,” notes Tørud. “We help companies navigate these waters by connecting them with the right expertise and frameworks.”
Talent acquisition and international scaling are also key hurdles. “That’s where collaboration across public and private sectors becomes essential,” adds Korpe.

As Tech Tour Space 2025 approaches, the message to entrepreneurs is clear: come prepared and think big.
