Powering Europe’s Hydrogen Future: Repsol’s Vision Ahead of the European Hydrogen Giga-Scale Investment Summit

As Europe accelerates toward a sustainable energy future, leading players in the hydrogen economy are stepping up with bold action and investment. At the upcoming European Hydrogen Giga-scale Generation & Storage Investment Summit in Toledo, Spain (3–4 April 2025), we’re proud to welcome Repsol as one of our key partner organizations.

Repsol is the main producer and consumer of hydrogen in Spain and considers renewable hydrogen one of its main transformation axes to achieve its goal of being a net-zero emissions company by 2050.

Repsol has already announced hydrogen production projects associated with its industrial complexes that will serve to decarbonize its activity. Repsol’s vision is that renewable hydrogen will initially be deployed to meet industrial demand and gradually replace conventional hydrogen currently produced through gas reforming. This way, the industry (like Repsol) can produce goods and services that society needs, but with a lower carbon footprint. Some examples are renewable fuels or petrochemical-derived materials that will receive help from the use of this renewable hydrogen.

Repsol’s goal for renewable hydrogen production is to reach between 0.7 gigawatts (GW) and 1.2 GW of electrolyzer capacity by 2030, compared to the previous target of 1.9 GW.

Renewable hydrogen is a lever for decarbonizing industrial assets by gradually replacing current hydrogen production from natural gas, which generates CO2 emissions, with hydrogen produced in electrolyzers with water and renewable electricity or from biomethane. These initiatives contribute to reducing emissions from industrial processes and products in their use.

The first electrolyzer projects linked to our industrial complexes in Spain and Portugal have already begun. The European Commission has recognized the Cartagena (100 MW) and Bilbao (100 MW) projects as Projects of Common Interest (IPCEI), while the Tarragona (150 MW) project has received European Union Innovation Funds.

In October 2023, Repsol started producing a 2.5 MW electrolyzer at its Petronor industrial center in Bilbao (the H2 is exported to a third party). A 10 MW electrolyzer associated with a synthetic fuel (e-fuel) demonstration plant and another 4 MW electrolyzer in Sines are also under execution in Bilbao.

Opportunity: Spain’s Edge in the Hydrogen Economy

Spain is in a privileged position compared to other countries to capture the opportunity generated by the new renewable hydrogen economy. Spain has the great availability of solar and wind resources and the industry’s ability to adapt to a new economy around the hydrogen value chain.

Repsol is aware of this situation and, from its strengths as a multi-energy industrial company, is leading important national and regional initiatives. While infrastructure to transport hydrogen long distances is being developed, it makes sense (as proposed by the European Commission) to create hydrogen clusters, where the goal is to match production capacity with the needs of the surrounding and new industry. This way, the ecosystem becomes as efficient as possible in terms of production, transformation, and logistics costs.

Repsol leads/boosts hydrogen valleys in Spain: Basque Hydrogen Corridor; Catalonia Hydrogen Valley; Murcia Region Hydrogen Valley; Castilla-La Mancha Hydrogen Cluster; and Ebro Hydrogen Corridor.

Repsol’s Hydrogen Valleys and SHYNE Leadership

Repsol also leads Spain’s largest multisectoral association, SHYNE, to promote renewable hydrogen, with more than 33 participating entities.

The association was born in January 2022 with the aim of being a national collaboration network to support projects and manage knowledge and research of pioneering technologies, promoting competitiveness and the creation of quality employment. The commitment of the participating entities and the sum of their capabilities will place Spain at the technological forefront, as one of the powers in the renewable hydrogen economy in Europe.

Through SHYNE, projects are promoted throughout the value chain, including the installation of renewable generation and the stimulation of various industrial uses of hydrogen through strong sectoral integration. Additionally, the use of hydrogen in all transport segments is promoted through the production of synthetic fuels and the creation of infrastructure.
