Investment and Development Agency of Latvia (LIAA)

The Investment and Development Agency of Latvia (LIAA) is a direct administration institution subordinated to the Minister of Economics of the Republic of Latvia. LIAA offers assistance throughout the process of setting up operations in Latvia, acting as a first point of contact and as a "one-stop-shop" in assisting investors and in developing tailored solutions to meet their specific needs. LIAA maintains and regularly updates a database of Latvian enterprises to facilitate partner searches for investment projects and for exporting or subcontracting businesses. The Agency also operates a database of different types of real estate suitable for a broad range of investment projects. In 2004 LIAA became one of the institutions implementing state support programmes, advancing grants to entrepreneurs to increase their competitiveness. State aid for 2014-2020 will focus on research, technology development and innovation; raising competitiveness of small and medium-sized enterprises; and increasing energy efficiency.

Clean Hydrogen Partnership

Clean Hydrogen Partnership

The Clean Hydrogen Partnership is a unique public private partnership supporting research and innovation (R&I) activities in hydrogen technologies in Europe. Its aim is to strengthen and integrate EU scientific capacity to accelerate the development and improvement of advanced clean hydrogen applications. The three members of the Joint Undertaking are the European Union, represented by the European Commission, the fuel cell and hydrogen industries represented by Hydrogen Europe and the research community represented by Hydrogen Europe Research. The research and innovation activities of the Clean Hydrogen JU are guided to a large extent by EU’s Hydrogen Strategy and the policy developments in this context, contributing to its implementation. Its main focus is on renewable hydrogen production, as well as hydrogen transmission, distribution and storage, alongside selected fuel cell end-use technologies in transport, buildings and industry. The Clean Hydrogen Partnership will contribute to the European climate neutrality goal by producing noticeable, quantifiable results towards the development and scaling up of hydrogen applications. This will help develop a number of hydrogen technologies, which are currently either not competitive or have a low technology readiness level, but are expected to contribute to the 2030 energy and climate targets and most importantly make possible climate neutrality by 2050.

With more than 130 companies, 70 research organisations and 18 national associations as members, our association encompasses the entire value chain of the European Hydrogen and fuel cell ecosystem collaborating in the Fuel Cell Hydrogen Joint Undertaking. We are a Brussels-based association fostering knowledge and pushing for fact-based policy making ensuring that the European regulatory framework enables the role of Hydrogen in our society.

SIA "Getlini EKO" is a company established jointly by the municipalities of the city of Riga and the municipality of Ropazi, which manages the largest municipal solid waste landfill in the Baltic States - "Getlini". The landfill is one of the most modern in Europe, it is currently being built and developed as a modern and safe waste processing center. Within the framework of the international project CERITA, the largest waste landfill in the Baltic States "Getliņi" is studying potential solutions for the production of renewable energy in waste management facilities in Riga and Tartu. The aim of the CERITA project is to analyze the waste composition, energy consumption and renewable energy production potential of waste management facilities in Riga and Tartu. The project envisages developing a business model analysis, the economic value of products, as well as determining a solution investment plan. One of the main innovations of the CERITA project is the use of hydrogen and its derivatives to improve the final product obtained during waste recycling.

The first interregional green hydrogen value chain in South Estonia and Northern Latvia With a common goal and a strong partnership, work begins to establish the first interregional green hydrogen value chain in South Estonia, Tartu region, and Northern Latvia, Vidzeme region. Nine partners from Estonia, Latvia, and the Netherlands at the end of 2022 started work on the project “Supporting the Regional Development of the Green Hydrogen Fuel Value Chain for Transportation in Estonia and Latvia” (H2Value). As part of the Interregional Innovation Investments Instrument (I3) the H2Value project will be implemented for 3 years. The H2Value project aims to have two pilots in Tartu and Vidzeme regions – setting up a small-scale green hydrogen production plant based on solar energy, establishing a green hydrogen refueling station, testing the transportation of green hydrogen via road and use hydrogen as a zero-emissions source of fuel.

The BSR HyAirport project aims to facilitate the early adoption of this key technology (GH2) in the BSR by preparing airports for storing, handling, and delivering gaseous green hydrogen (GH2)as a future energy source in aviation. HyAirport is co-funded by the European Union Interreg Baltic Sea Region, Smart Green Mobility. With a partnership of airports, technology partners, airlines, and research institutions from across the programme area, the project will create a unique (maybe leading) platform for the joint development, implementation, and testing of practical solutions serving the common challenges and specific needs of hydrogen-powered aviation in the BSR region. Hamburg airport is the Lead Partner of HyAirport together with Finavia, Swedavia, Tallinn Airport, Riga Airport, Lithuanian airports, Poznan airport and Sylt Airport.
